All school districts in Minnesota are required to develop a comprehensive strategic plan to support and improve teaching and learning. In addition to the academic goals, a key focus of the Comprehensive Achievement and Civic Readiness (CACR) legislation is ensuring that all students are prepared to be active members of their community.
