Comprehensive Achievement & Civic Readiness
During the 2024 session, the Minnesota Legislature renamed World's Best Work Force (WBWF) to Comprehensive Achievement and Civic Readiness (CACR). This new name emphasizes dual roles for the goals set forth in district plans—supporting students with academic achievement within their pre-K through 12 experience as well as preparing them to be active members of their community after graduation. This change took effect as of the 2024-25 school year strategic plans. ISD 191 engages in continuous improvement through developing a comprehensive, long-term strategic plan addressing the CACR goals:
- All children are ready for school.
- All racial and economic achievement gaps between students are closed.
- All students are ready for career and college.
- All students graduate from high school.
- Prepare students to be lifelong learners.
In Burnsville-Eagan-Savage School District 191, the success will be measured by:
- School readiness assessments
- State and local assessments in math and reading
- Graduation rates
- College entrance exams
- Postsecondary outcomes
In addition to the academic goals, a key focus of the CACR goals is ensuring all students have equitable access to excellent teachers. District 191 has a process in place to examine the equitable distribution of teachers and strategies to ensure low-income students, students of color, and American Indian students are not taught at higher rates than other children by inexperienced, ineffective, or out-of-field teachers.
While the full CACR plan is a multi-year strategic roadmap, each year, the district develops a combined CACR and Achievement & Integration report, engages in an annual public meeting with stakeholders, and releases the annual report publicly on the district website. The annual report and annual public meetings are focused on the strategies and initiatives that the district engaged in to meet the goals and the progress made on those goals in the prior school year.
In District 191, the CACR goals are intended to serve as a foundational plan that aligns our educational initiatives to ensure reaching intended student outcomes from pre-kindergarten to post high school graduation.

District 191 K-5 Local Literacy Plan
As part of Comprehensive Achievement & Civic Readines aspiration that all students in grade 3 are reading at grade level, District 191 has developed a Local Literacy Plan. The plan addresses literacy instruction for all students in grades K-5 with core instruction, supplementation intervention, and ongoing assessment to monitor progress.
