Overview
During the 2026–27 school year, Burnsville-Eagan-Savage School District 191 is undertaking a comprehensive planning initiative focused on the future of the district. Called “Build & Become: Planning for District 191’s Future,” the initiative includes two distinct but connected planning efforts: Strategic Planning and Facilities Planning.
The Strategic Planning process is about creating a plan for delivering on the district’s mission, vision and values. It’s about answering the question “What is the desired daily experience for students, families & staff and how do we deliver on that?” At the end of the process, District 191 will have clear action plans and clear measures of success.
The Facilities Planning process is specifically about providing the infrastructure needed to be successful now and into the future, including educational needs, operational efficiency, safety and more. At the end of the process, District 191 will bring a plan or options to the Board of Education for providing District 191 facilities that are future-ready.

One91’s future will be shaped by what its students, staff, families and community members believe is possible.
The Build & Become planning process invites people to imagine our future, ensure that all members of the community experience belonging, and identify what the district must build, strengthen or change to move forward.
Community members will have opportunities to be involved in both processes, ensuring that the resulting plans are specific for the One91 community.
