District 191 adopts phone policy to create distraction-free learning environment

The Burnsville-Eagan-Savage District 191 Board of Education has approved a new policy designed to create a more focused and distraction-free learning environment. 

The policy sets clear expectations for when and how students may use cell phones and personal communication devices at school, ensuring that technology does not interfere with teaching and learning. By limiting cell phone use during the school day, the district aims to strengthen classroom engagement, support student mental health and foster a stronger sense of community. 

Under the new policy:

  • Elementary and middle school: Students will keep phones put away for the entire school day (“bell to bell”).
  • High School: Students will put phones away during all instructional time.
  • Exceptions: The policy includes reasonable exceptions, such as for a student’s IEP or in case of emergency. 

District 191 leaders will work closely with students, families and staff to ensure a smooth implementation of the new policy. This includes communicating clear expectations and providing support as schools adjust to the changes.

The district appreciates the partnership of families and the community in supporting this important step toward improving student success and creating schools where every learner can thrive.
