Variance Request

Following the adoption of new attendance boundaries, the district will continue to follow its Variance Policy (#509.5) for the 2020-21 school year, which means:

  • All current variances would continue into next year and future years, if the family chooses to do so, and 
  • Students transitioning from elementary to middle school would have to apply for a variance, if desired.

In addition, the selection priorities for 2020-21 new variance applications as follows:

  • Families who wish to remain at the neighborhood school they attended in 2019-20 (for example, if your assigned home school changes from Hidden Valley to Harriet Bishop as part of the attendance boundary changes, but you want your children to continue at Hidden Valley.)
  • Siblings of enrolled students
  • Children of staff working at that location
  • Needs based on daycare location

Variance Applications:

If there are more applicants than spaces available, a lottery process will be used to decide which applications are approved. The lottery will take place on the 5th of each month.


Answers for specific family situations

Your student previously attended Sioux Trail Elementary, M.W. Savage Elementary or Metcalf Middle and is staying at the same level (elementary or middle), here's what this means for you ...

  1. You can attend your newly assigned home school, a space is guaranteed for your child, transportation will be provided if you are not in a walk zone. Find your home school under the new boundaries here.

  2. You can apply for a variance to any other school. Nothing is guaranteed and no transportation will be provided. 

You have a current variance (i.e. your student attends a school other than their assigned home school, including current magnet schools), here's what this means for you ...

  1. You can choose to keep your variance and continue to attend the same school; transportation will not be provided. We will assume this is your plan unless you tell us otherwise.

  2. You can choose to attend your assigned home school, a space is guaranteed for your child, transportation will be provided if you are not in a walk zone. Let us know if this is your plan by contacting the Enrollment Center at 952-707-4180 or enrollmentcenter@isd191.org

  3. You can apply for a variance into any other school. Nothing is guaranteed and no transportation will be provided. 

Your "home" school has changed, here's what this means for you ...

  1. You can attend your new home school, a space is guaranteed for your child, transportation will be provided if you are not in a walk zone.

  2. You can apply for a variance into your previous "home" school and your application will be given highest priority. Nothing is guaranteed and no transportation will be provided. 

  3. You can apply for a variance into any other school. Nothing is guaranteed and no transportation will be provided. 

You currently open enroll from another district into District 191 and attended Sioux Trail, M.W. Savage or Metcalf, here’s what this means for you ...

  1. Your space in District 191 schools is still reserved, but you will need to submit a modified Open Enrollment form to indicate your top 3 preferred schools for your student. Your request will be considered based on the space available. Learn more about open enrollment.


Questions and Answers: Variance Requests 

Q. Who will be given priority when it comes to approving variance requests?

Applications for variances will be approved in the following order:

  • Families who wish to remain at the neighborhood school they attended in 2019-20 (e.g. My home school changes from Hidden Valley to Harriet Bishop as part of the attendance boundary changes, but I want my children to continue at Hidden Valley.)

  • Siblings of enrolled students

  • Children of staff working at that location

  • Need based on daycare location

Q. What if my variance request is not approved?

If a family’s request is not approved, they will be informed of other schools that have space available. They can choose to:

  • Be placed back in the pool for a later lottery if space becomes available; or

  • Withdraw their variance application and apply at a later date.

Q. What is the deadline for submitting a variance request?

Variance requests can be submitted at any time. Lotteries for available spaces are held on the 5th of each month.
